DAR Chief Nasser Pangandaman Appeal to Bloggers & My Appeal

January 5– News update Pangandaman kin face child abuse, injury raps over golf ‘brawl’ and Pangandamans file countersuit over golf brawl.

DAR Chief Nasser Pangandaman Appeal to Bloggers

Appeal to bloggers

Since Bambee’s blog, the story about the incident in the golf club spread through the Internet.

Bloggers condemned and some even put up a signature campaign for the Pangandamans’ resignation.

Pangandaman said his family is hurting because of the bad picture being painted on his name and family.

He appealed to bloggers to stop accusing them on the Web. The secretary even warned bloggers against karma.

““I appeal to the bloggers to stop this. They also have their families, they have parents and siblings. Our family is already hurting. I hope this doesn’t happen to you (bloggers),” the secretary said.

And here is my appeal to you:

Yes, DAR Chief Pangandaman, I hear you and I am just waiting for an Official Statement from your son Mayor Nasser Pangandaman, Jr. I only have unverified statements that did not come from your camp. Should Mayor Pangandaman not speak for himself? In the quest for fairness, I would also like to share the Mayor’s Official Statement to my readers.

I know your family is hurting just like the de la paz family. I hope that you allow justice to take its full course once the Prosecutor sees the charges on January 5. It is not surprising that some of us are calling for a signature campaign for a Pangandaman resignation. It is difficult for me to comprehend the fact that a 14 year old boy was beaten up not ONCE but twice.

Even if you say that Delfin de la Paz provoked you, the facts (based on incident report) are and which has to be proven in the Court of Law that :

1. a 14 year old had a bloodied ear and bruises on his face. (Possible violation of RA 7610 or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act)

2. You and your sons are public servants that should uphold the law. (Possible violation of Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees)

A friend and senator Pia Cayetano in a comment in my blog entry says it all:

Whatever the story is, whatever versions there are, there is no justification for beating up people.. and a child! There is no excuse for such brutality.

No one has the right, not even a public official to take matters into his own hands. In fact, a public official should be the first to maintain peace and order.

Public office is a public trust. And the public officials involved here should make themselves available for investigation.

I am condemning the actions particularly on the 14 year old boy that was beaten twice. The incident report (filed by the Security Department of Antipolo’s Valley Golf and Country Club (VGCC) on that melee involving the Pangandamans and Dela Pazes) clearly reveals that the security men witnessed the bloodied conditions of 56-year-ols Delfin Dela Paz and 14-year-ols son ‘Bibo’.

Watch video here of 14 year old Bino as he tearfully recounts his ordeal

As the 14 year old boy and the father continued to be beaten up as you watched, were you sensitive to their physical and emotional pain? Did you feel their pain? Are you aware that the the 14 year old boy is now traumatized to play golf?

Think about it.

But ask yourself, why do the bloggers continue to write about their outrage and public opinion. Why did I write about this? I see my son in the 14 year old Bino. I feel the pain of the boy as he saw his father being beaten up. I felt a tug in my heart as the boy continued to plead to you and your sons to stop the beating. Though I can’t speak for other bloggers, maybe they see their brother or father in the de la paz and wouldn’t want this to happen to them too. I didn’t have to convince bloggers to blog about it. If people want to be part of the signature campaign for Pangandamans’ resignation, it is their choice. We just share our story and bloggers and readers pick it up. The Warrior Lawyer has a theory though in his entry Why the Pangandaman Issue Refuses to die or at Least Abate.

So the Pangandamans are not up against the bloggers, as they seem to believe, but a cultural conception that has been with us for decades, if not centuries.

A fellow blogger provides unsolicited advice on How Do You Weather a Blogging Storm? where he lists down 3 ways to diffuse the issue.

Until this has been resolved, I will continue to follow this story. However, I can only speak for myself . Other bloggers can choose to blog or not. It is their choice.

It is true that we will have our karma. As we continue to discuss this in our blogs, and Plurk, we will surely have our Plurk Karma raised to nirvana.

    1. It’s unfortunately common, I think. It reminds me of how the Republicans in the United States, after being in power for the last 8 years, claimed to stand for change, and after running a pretty dirty campaign, claimed that they were in fact the victims of lies and misinformation.

  2. I’m getting tired of the preliminaries. It’s time to bring this issue from the blogosphere and media and into the courtroom. Just to end this once and for all.

There are other more pressing issues that could use the vibrancy and attention-grabbing power of us bloggers, like the fresh efforts of the Lower House to resume Charter Change.

    1. I do agree. It’s just too bad that it is the holiday break and the prosecutor has not seen the charges yet. But once that is settled, the courts or administrative office should do their jobs.

Oh yes, I am trying to understand those issues, Unfortunately, I am not too passionate about it because I still have to understand it before I blog about it.

    1. Im from Mindanao…My Goodness the Pagdanganan!..Because of u guys, Mindanao again is brought out to this issue!Nakakahiya kayo! Mayayabang at abusado…I wanted to believe that Muslims are good people but here you are, painted a very bad picture to the public. Most of the issues around Muslim politicians say they’re rude, have goons and they become more richer when their constituents are struggling to live with war and poverty…I dont dare believe it.But now Im in doubt!..You’ve shown CRUELTY to a 14 year old boy in Manila, how much more to your place!..YOU HAVE CREATED A SCENERY OF RUDENESS & ABUSIVENESS!..you’re such a shame to the Mindanaons!

    2. I am not pointing to the fact that the public servant is a Maranao. I am condemning the abusive actions taken upon the boy. It is irrelevant that he is a maranao or igorot or whatever.

The Pangandamans are public servants and should uphold the law.

  3. All these spins I’m reading online is making me sick. Not everything justify the means.

Now the de la Paz’s family is being condemned for being able to afford to play golf. Give me a break.

Golf rules are golf rules. Not even Tiger Woods would break it. If it was the latter who complained about the Mayor breaking the rules, would he have beaten Tiger Woods up? Hmmm,

Whether the de la Paz’s acted “mayabang” or not, they didn’t deserve to be beaten up like that. You wouldn’t do it to your pets, don’t do it to your fellow human beings.

Whether they were provoked (which I don’t believe for a second) or not, who has bodyguards? Who has more power in the Philippines? The lack of common sense from other people baffles me.

The muslim/Mindanao scenario that has been brought up makes me sick too. This has nothing to do with it but anything to justify the actions and twists I guess.

The fact that it took a while for the Golf Club to issue an statement speaks volume of the cover up that was going on behind the scene.

But, it’s the Philippines, it happens all the time, we should all get over it and move on. The same shit people tell themselves over and over again, hence we’ll be back talking about the same situation in a few years or so. Only, with different people involved.

Meanwhile, the de la Paz’s Family will be looking behind their backs, watching every corner of their street in fear for their lives. I wouldn’t be surprised if they decide to leave the country and live peacefully somewhere else to protect themselves. Yes, Mabuhay Philippines. *rolleyes*.

  4. This is what happen when you have a lot to brag about. Pangandaman got the power and the money. What do you expect? deny, deny and deny…. like Arroyo’s and a lot of politicians. Same thing! Ofcourse they going to say that their family was hurting and affected by what happen. Come on! you think we would feel sorry for you! Why don’t you let your son, speak for himself? Nothing happen bugbugan, pweh! kasi nga kayo lang ang nambugbug!!! This is the big problem to our country, politician and rich people are always in the upper hands, I’ll bet you this issue will erase and later on, nobody will get punish! and yet these people (mostly politicians) who rob us on our taxes will prevail!!! (ofcourse! balu mu na pera!)

  5. I have always been proud to be Filipino and I think I speak for most of our kababayans when I say this, however, incidents like this make me think twice about how proud I should be.

As a public official, you have a responsibility to the “PUBLIC” – was that not made clear to you when you decided to run for office?

Mabuti pa, humingi nalang kayo ng tawad sa pamilya Dela Paz (Personally) at mag pakumbaba nalang kayo. Baka mabawe nyo pa ang tingin sa inyo ng taong bayan

  7. hahaha… the Pangandamans are now scrambling. This is what you get when do you something totally stupid in the internet age. I hope Sec. Pangandaman and his bone-headed son reads my comment here.

To daddy and little boy Pangandaman… you stupid fools! Don’t ask bloggers to stop condemning you and think that we will have pity on your family. A lesson for you in the information age – you do something bad and it goes out to the whole world. Get it? And we don’t damn care whether your family or your nephews get hurt reading all the blogs. You shoudl have thought of that when you were beating up that boy. You see, in this country of ours, unfortunately, people like you can make justice roll or stop — don’t tell us you’re not trying to pull strings to sway justice on your side. We’re too smart for that. Now, in this day and age, we bloggers wield a power your bone-headed brains can’t comprehend. Your money and power may be enough to get you out of jail (assuming you get the right strings pulled), but the internet will always judge you on facts.

Truth spreads out like wildfire. Why not put up your own blog? Afraid to have it overrun with guys like us? Tsk tsk tsk…

  8. I would like to place myself neutral about the incident, but I cannot. First of all, the basic rule of justice is evidence. Dela Paz family showed proof that the poor boy was beaten hardly, while the Pangandamans only uses words.

If the latter do not want this issue to be sensationalized, then they should show counter proofs. period. I don’t thing he needs a lot of lawyers and documents to do that. It’s always easier to say the truth although it’s quite scary.

I also think that it is not about him being a public official, it’s about justice delayed. If the Pangandamans want justice, then they should act fast. They cannot blame not prevent people to talk, not until they prove that they are not guilty.

So, will I join the campaign signature? No, because leaving their posts is not the answer. I already signed a lot of resignation campaigns during my younger days and true enough, the culprits resigned. But justice were never served. In effect, resignation can even help escape the justice. Ang dami na nagresign, but after a couple of years, nandito parin sila – nakalimutan na yung justice.

Now my point is, let’s go straight to the point. Let’s cry out for justice. Both parties want justice and sympathy. But if one is not cooperative enough, then he should expect trial by publicity.

    1. Brian thanks for the quote. If you are saying that my post is ruled by emotions, think hard. I also used my coconut.

I have listed down the two facts which cannot be disputed as gleaned from the, Incident report from Valley Golf

Possibility of violation of two laws- to be determined by the courts or administrative office.

      1. REPUBLIC ACT No. 7610

AN ACT PROVIDING FOR STRONGER DETERRENCE AND SPECIAL PROTECTION AGAINST CHILD ABUSE, EXPLOITATION AND DISCRIMINATION, AND FOR OTHER PURPOSES

      http://www.lawphil.net/statutes/repacts/ra1992/ra_7610_1992.html

      2. Republic Act No. 6713

Subject: AN ACT ESTABLISHING A CODE OF CONDUCT AND ETHICAL STANDARDS FOR PUBLIC OFFICIALS AND EMPLOYEES, TO UPHOLD THE TIME-HONORED PRINCIPLE OF PUBLIC OFFICE BEING A PUBLIC TRUST, GRANTING INCENTIVES AND REWARDS FOR EXEMPLARY SERVICE, ENUMERATING PROHIBITED ACTS AND TRANSACTIONS AND PROVIDING PENALTIES FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES.

  10. Who knows who’s telling the truth. One thing was immediately clear to me from the video: Bino is no weakling.

The Pangandaman are already against a wall. The country must always ere, in situations like the Valley Golf incident, against the powerful pols and on the side of ordinary citizens. You’re making your arguments weak by putting too much emphasis on details. The real story may be totally different from Bambee’s account.

    1. Ignorance is bliss. I was one of the first to blog about this and my purpose was to share the story not knowing if it would be picked up. I also had no control how each blogger wrote their entry or their opinions.

      Happy New Year Ferdz

  11. FYI – My Fil-Am media contacts have been alerted to read your blog postings on this deplorable incident. I explained what the power of PLURK can do and what bloggers’ perspectives are (to provide a balance in their due diligence when they are reporting the news)…

I can understand that there is an emotional as well as intellectual discourse among bloggers re: this high-profile incident. Let’s just get to the root causes of violence (in this case, it could possibly be an inflated EGO and lack of common sense) and let a TRUE legislative process determine the end-result of this case. Yes, digital media and traditional media can influence legislators and the public (a person’s reputation is elevated or ruined, right?) BUT let’s all remember to give these people their day in court… and hopefully, we do have a just and fair judicial process…

Truly, this violent situation is a reminder to us all that public officials are SERVANTS OF THE PEOPLE. They have to LEAD BY EXAMPLE. For those public officials who have violent temper tantrums, I think it’s time you take ANGER MANAGEMENT classes. The stresses of your public office are getting to you!!!

    Enough said.

  12. I’m looking forward to how this case will play out in the court. What I feel is good here is that bloggers are practicing vigilance. They are not allowing this issue to be forgotten. There is recourse to video so that the players in this situation can speak for themselves as well. A public officer is involved so it is only right that the public hold that officer to account, and ask for an explanation.

  13. this incident is utterly disgusting (public officials beating up civilians in a golf club). and to think a minor ended up a victim of violence. i just hope justice is served asap. and i have reasons to believe the dela paz family deserves it more than anybody else. it’s a good thing the blogosphere is doing its share to facilitate the administration of justice on this one.

    1. They do not understand how blogging works. Each blogger has their own opinion om the issue. Now comments can come in that may be contrary to our opinion. As long as the comments are not defamatory or libelous, they should be allowed to create balance.

  14. I’ve spoken my piece about this issue and have blogged this in my site. I could not comprehend, however, of their insistence that they are the victims here. Ha. Ha. Ha. Tell that to their many victims of the past.

What arrogance! I look to the day how you look in an orange shirt and a big letter “P” on your backs – father, son, golf buddies, bodyguards and party! That would be a great sight worthy of a space in my blog’s sidebar.

  15. This is your typical people who are in office abusing their power. And it doesn’t matter whether they hurt, offend or even sometimes cause human lives. Just for the sake of being in power. Poor Pinoys who are common punching bags of Pinoy politician.

This is time it’s just a small squabble over golfing activities and ended up a 14-year old son and his dad got beat up by the abusive politician or their bodyguards. And they said they didn’t do it? Hmm…let us see, a son and a father against two politicians plus their bulldog bodyguards. Who’s gonna win, any wild guess?

What a heart breaker when the Pangandamans appealed to stop blogging about the false accusation! And he’s appealing because his kid or whatever are getting affected. What about the 14-year old who was brutally beat up by Pangandaman bodyguards…HELLO!

Since this time, the power of blogging is speaking louder than banana republic justice, Pangandaman is appealing, what a crook!

Well, all I could say for now, I hope this blog about this incidence continues to grow to expose the stinks of rotten politician like the Pangandamans! Or better yet, both of these Pangandaman bullies get yanked out of their political positions.

  16. MR. sexytary pangandaman (pangan DAMN MAN) it is YOU who cause TRAUMA to your grandson. He is ASHAMED to see his FATHER, UNCLES AND GRANDPA AND FRIENDS. BEATING-UP & MISHANDLING A CHILD (14YRS.old) and his OLD FATHER.
To HIM(your GRANDSON) having a family acting like a merciless BARBARIANs, WILD DOGS, UNCIVILIZED is a great SHAME and UNACCEPTABLE. POOR BY – to be in a family of DAMNS… 🙁

  17. Thank you for visiting my website! I am so glad to learn about this online petition. Will definitely blog about this. I really hope that the dela Paz family gets the justice they deserve – I’m from Mindanao and the Pangandamans are from here as well but this incident is really embarrassing!

  19. What comes around goes around…Politicians or not, those who take advantage of their positions para lang makapangloko should be punished.

Karma hits hard so why they are now pinning on the blogosphere? I have shunned on this issue but its now giving me some itch to write about it. Hey, don’t blame the blogosphere – blame your actions!

    1. precisely he is a public figure and his actions brought it upon himself . Blame himself. Next time, politicians should remember the Code of Conduct for public officials whenever they are faced with similar “entitlement”

  20. Hmm.. Perhaps, if everyone will just tell the whole truth, then everything would be settled. This issue would not get so sensational and they would be able to make peace. i think that facts and information have been left behind and might be a little bit fabricated just to tilt the scale to their sides. I’m not a supporter of Pangandamans and De La Paz. The Pangandamans should have known better even though the De La Paz have started it. They should have walked away again even for the second time. But, Im not only blaming the Pangamdamans. They are not left to a fault. For me, Bambee’s credibility about her blog is at stake. I dont know whether to believe her or not because some of the important facts are left out. I dont like it when media makes news like this so sensational that it lefts out important facts. It somehow creates a mood or impression in the society that it condemns the other side without giving them the benefit of the doubt. Like i said before, they should have thought rationally before doing anything. I think it’s a case of bad tempers. But anyway, peace, discipline and humanity to all! 🙂
